First of all, it's really dumb to recommend that he use "thermal paste" and if you knew half as much about computers as you boast you'd know that. 1) Incorrect usage of thermal paste giving a bad heat connection between the CPU and the heatsink is often the cause of overheating. A recent batch of Apple laptops even had this problem from the factory.
2) gambit3 just bought his new computer so frankly I can't see how dust could have collected in a week or so.
3) Unless he's been playing round in BIOS (not CMOS you retard), the fan controller will be on default settings which should (barring screwups with the temp sensor) be able to adjust to the current temp of the components.
4) Dust again.
5) Dust again and also something I suggested in my post.
6) Mostly obvious (especially if gambit is warming up the hand drill to bore holes in his case).
7) He could go to a computer tech centre but really that's a stupid idea when he should just go straight back to the person who sold him the computer and ask what's wrong and if he can't find a problem ask him to install a better cooling system.

Turns out, the thermal paste was dry or used up (something of the like).
There was some dust as well, and I needed a better fan.
Got some ‘fatality’ gaming fan as recommended by hopscotch (thanks) and now my CPU temp doesn't rise above 51 degrees Celsius, and nothing crashes anymore.

I thought I had this Power Supply Unit stuff figured out. I was going with a OCZ Technology PSU. I was still looking at web pages about PSUs and I found a place that tested PSUs for themselves and the OCZ Power Stream Power Supply 600 W they tested bombed. So did the Hiper 4 R 580. The PSUs they tested failed that were above 500W for one reason or another. The Enermax Noisetaker EG701AXVE 600W Failed the Dual Core test and the Jeantech Arctic JN120F-600 AP 12v2 failed both the SLI and the Dual Core test. Only the Seasonic S12-600 ATX 12V passed the test and did not cost something like $500 and was not below 500W. I guess next I will find out that ASUS's Motherboards fail to produce. This is 2006. Why cant they make things that work? Anybody know of some web sites that test things like computer Power Supply Units?
