Beggars.
Victim based criminals like thieves.
Anyone involved in creating and publishing those grocery store gossip newspapers that have pictures of fat celebrities picking their noses and stuff. Overly conservative and religious politicians.
Special interest lobbyists.
'Vice squad', assuming these are cops who are specialized in getting people for prostitution and drug related crimes.

Lawyers who specialise in nuisance suits with the aim of frightening people into settling out of court.
Advertising people who think of ways of making cigarettes and alcohol more appealing to children, or promote other products which are obviously harmful to the intended customer (eg encouraging poor people to take out loans they can't afford).
Conceptual artists who insist that art has no intrinsic meaning or value, and then rake in the money by selling their output.
Fashion journalists who insist that you're a loser if you don't buy some expensive clothes, and foster in women the idea that a starvation diet and/or surgery is the only escape from ugliness.
Religious leaders, activists and politicians whose principal message is of fear and hatred, and who serve to increase the ignorance of their followers. (For example, religious leaders who preach 'kill or be killed', JABS, and the BNP.)
TV execs, film producers, record company people etc who have so little imagination that they give funding only to moronic products based on hackneyed old formulas, thinking that because people watch/listen to them, that must be the only kind of thing people will appreciate.
Anyone who knows that their products/services are defective, ineffectual or dangerous, but makes no effort to improve them or to warn the customer.
