I think he is, I haven't seen the film but I did my dissertation on narratives of genocide using Rwanda as a main example (using the philosophical position of Lyotard as my platform). Rwanda is a really troublesome country. The 'West' is so blinded by guilt over the genocide that they constantly acquiesce to a minority government that has prevailed over new horrors in the 'central lakes' region. Horrors like the massacre in Kibeho; the disappearance of Hutu refugees; Rwanda's involvement in the Congo wars; and Rwanda's unilateral decision to re-draw its own boundaries.

What's more the Tutsis have been responsible for a genocide in Burundi in the 70s so this idea that they can trade off the genocide in the 90s is ludicrous.

This is not to argue that one should forget the atrocities committed against the Tutsis just that trying to make them fit some simple narrative is inherently problematic.

"Hotel Rwanda" was a very depressing film. I am sure it did not come close to telling the total truth though. Much like "The The Last King of Scotland" did not portray Idi Amin to be nearly as ruthless as he was in reality, but it still sickens you just the same.
