Find a pretty girl, walk up to her, say the first thing that comes to mind, and just don't even bother being nervous, cause if you figure you're gunna do it a hundred times in your life then you really don't give a damn if you get completely shot down. You'll be able to say you never wasted an opportunity anyway.

once you get talking to her, just ask for her number, simple as that, say "can i call you sometime" or something like that. if they like you they will say yes, if they don't they'll say something to get out of it. then you know they don't like you and this is also positive in someways because you won't be wasting your time trying to get with her.
not in shopping areas surely - that's just making it difficult for you. Why not go to a bar or something, or some other entertainment venue like a cinema or bowling alley or something where girls are going to be more relaxed and more likely to give you the time of day? Shopping can be a hassling task and they might not appreciate halting their shopping in order to spend time talking to a random person who they don't know. Also depending on the area I imagine girls are quite guarded when they shop as there can be many weirdos and violent people hanging around outside.
Then again I might be wrong. You can also try both.

I would think you will get shot down more than 100 times if you go up to girls in the street or the shopping centre, but maybe I'm wrong.
I realise that "dating" culture in the US is very different to here, but girls tend not to like random strangers coming up and asking for their phone numbers.
Probably best to try a place where there are girls looking for the same thing i.e. night club, pub, bar, party, etc.
