I don't think you need to meet the victory conditions to challenge a claim.

You are correct, I was remembering from the older rules - This is what the current rules page states:

An opposing coalition can block a victory claim. This opposing coalition does not need to meet the victory conditions. To determine if a victory claim is blocked, the gold revenue of each coalition receives a bonus, based on the number of members:

# of Members: Bonus:
1 +50%
2 +25%
3 +10%
4 None

After the bonus is calculated, the claimant coalition must have at least 25% more points than the opposing coalition, or the claim will not be upheld. For example, 2 coalitions are both claiming victory. Coalition A has 2 major partners, with total gold revenue of 750. With 2 members, the bonus for Coalition A is 25%, so for the purpose of comparing points, Coalition A has 750+25%=938 points. They are opposed by Coalition B, with 1 Major and 2 minor partners with a total of 1100 gold. With 3 members, the bonus for Coalition B is 10%, so for the purpose of comparison, Coalition B has 1100+10%=1210 points. To overcome coalition A, coalition B must have 938+25%=1173 points. Coalition B has sufficient points to overcome Coalition A, so the victory claim shall be upheld."

Does this mean we're reaching the point where the maths actually matters? The popcorn gallery needs an updated leaderboard!

PS Are any of those Arletian washer-women good popcorn makers? The gallery has been patiently waiting ever since the Doge left Venice, but the replacement management never really got the butter right. We thought of moving, but it's kind of dangerous down there and besides, we don't want to have to leave behind the cushions we bought.

My army marches on popcorn; it prevents their boots from coming into contact with the accursed Venetian soil. As soon as the exorcist is finished, though, the popcorn can be reallocated to civilian use.

There. Done. The curse has gone. Help yourself to popcorn from the big wash-tub.

The gold standings:

the Golden Horde 420 Gold
the Duchy of Aquitaine 334 Gold
the Kingdom of Aragon 312 Gold
the Sultanate of Morocco 257 Gold
the Kingdom of Castile 165 Gold
the Duchy of Saxony 64 Gold
the Kingdom of Hungary 48 Gold
the Kingdom of Sicily 61 Gold
the Kingdom of Norway 68 Gold
the Byzantine Empire 36 Gold
the Sultanate of Roum 10 Gold

Forces of Aragon, Castile, Hungary & Aquitaine form a line northeast from Istria to Posen; Aquitaine's line extends in a crescent to Finnland (a 1750 CF Horde army has sprung up in Novgorod); further Spanish forces gaze southward from Venice to Rome; a large Moroccan contingent is making whoopie in Calabria (steady on, chaps!); Jerusalem has fallen, fallen, fallen (to Morocco); and more or less equal forces of Castilians and Norwegians, separated only by a level 5 fort, are preparing to get busy in Stavanger. Meanwhile enormous amounts of Horde troops are demolishing Hungary, a few contingents of Hungarian skirmishers trapped behind the lines, while Ozbeg decides where to go next...

That's very generous, thank you! I love that cheese taste.

I assure you it's real cheese, not the "sole seasoning" that the cost-cutting Bavarian incumbent used to to sprinkle on his snacks. Hungary took over the popcorn stocks & never thought to investigate the cause of that dreadful smell...

182's a fair whack, isn't it? I mean, you need a whole extra Castile.

Venice is under Spanish management now. Fear not. The war won't go back that far again.

Exit Norway, 100-odd to go. Exeunt Sicily and Roum, and all that's needed are a few provinces from the Golden Horde (43 gold to be precise). Maybe Ozbeg will donate some in the interests of speeding up the game. Or stand by and let us take out the Byzantine Empire. Wouldn't you?

Kong of Castile is slated to be your new overlord (assuming he does his job properly). Does that reassure you?

To achieve victory, one must have conquered a vast realm, in order to gain hegemony in Europe. This is a great challenge, and of the teeming horde of rulers that begin the realm, only a scant few will be able to declare victory. However, everyone will earn victory points based on their standing at the end of the game. To survive to the end is a small feat of arms in itself, and is something to be proud of.

Major and Minor Partners: Victory can be claimed by a coalition of realms. There can be between 1 and 4 victors. Each victor will be a Major Partner, or Minor Partner, as determined by the coalition that is declaring victory (the coalition decides this amongst its members). A victory claim is based on the gold value of all provinces owned by the coalition (annexation and province damage does not matter, only ownership and the maximum gold value).

Victory Conditions: The coalition must have 250 gold, +250 for each Major Partner, and +180 for each Minor Partner. There must be at least 1 Major Partner in the declaration. For example, a sole victory would need gold revenue of (250+250)=500 (there would be 1 Major Partner), and a coalition with 2 Major Partners and 1 Minor Partner would need gold revenue of (250+250+250+180)=930.

How To Make A Victory Declaration: A spokesman for your alliance should send an email to the G.M. This should indicate your intentions to declare victory, and the email should be copied (CC’d) to all other members of your coalition, and they should also send an email to the G.M. as well, indicating that they agree with the terms of the Declaration. The GM must receive a confirmation from all members in a separate email, and these must be received at least 3 days before the turn is run (or the declaration will be sent out after the turn is run).

Determining the Claim: After the G.M. receives the declaration, he will forward it to all other players in the game. Then, the next turn will be run. If no rivals can come close enough to the score of the declarants, a victory is announced. It doesn't matter which coalition declares first, the only thing that matters is the gold value controlled by that coalition. An opposing coalition can block a victory claim. This opposing coalition does not need to meet the victory conditions. To determine if a victory claim is blocked, the gold revenue of each coalition receives a bonus, based on the number of members:

# of Members:
1
2
3
4
Bonus:
+50%
+25%
+10%
None

Coalition B has sufficient points to overcome Coalition A, so the victory claim shall be upheld.

Thy Immortal Fame: All realms will earn victory points, based on their endgame position (you will earn points whether or not you are part of the victorious coalition). Each realm gains 1 point per gold value of all provinces owned. In addition, the victors will share spoils of 1000 victory points. Major Partners get 2 shares, while Minor Partners get 1 share. For example, a coalition has 2 Major Partners, and 1 Minor Partner. There are (2+2+1)=5 shares, and each share is worth 1000/5=200. So, each Major Partner will receive 400 Victory Points added to his score, and the Minor Partner will receive 200 Victory Points added to his score. These are added to the normal victory points gained from province revenue. All Major Partners will have their victory points added together and shared equally between them, so that all Major Partners will have the exact same amount of victory points. Here are some examples of victory points: Realm A is not part of the victorious coalition, and has lands worth 150 resources at the end of the game. The realm will earn 150 victory points. Example 2: Realm A and Realm B claim a joint victory (2 Major Partners, with 500 victory points each for being in the victorious coalition). Realm A has a realm worth 220 resources, and Major Partner B has a realm worth 290 resources, they will each get 500+(220+290)/2=755 victory points (they will share 1st place in the standings). It is not necessary to be part of the Victory declaration to win glory. For example, being in 6th place out of 23 realms puts you in the top 26% of players, which is a notable achievement.

You have ~1050. 4 Majors needs 1250.

To block, someone would need an adjusted 1000.
