Hang on, does this make sense? He can have no territory but some troops? This can't happen unless he has troops in an allies' territory.

That is why I said no provinces 🙂 - I am not sure what happens in the game when you have lost your last province, but still ahve troops. Without income, they should disappear, since you cannot pay for upkeep, but they might hang on for a turn before they disband.

I wonder if somebody could hire them out as mercenaries by gifting gold to the province-less ally in question?

EDIT: Guess not; the gold has to be sent to a garrison of the receiving player. I suppose it might be possible for a realm to have some surplus gold left over; say they were going to build troops in a garrison but it fell and they weren't built. In that case, it would be possible for some troops to survive a few turns.

I still believe that 11am PST was the deadline to turn in the turnfiles and we wont see turns until at least tonight, if not tomorrow morning...

I think that's right. It's eight ours earlier here than it is in GMT. So, that means 1900 GMT = 7 pm GMT. I think.

Yes it is very lame. I am questioning the fact that I paid for this. I think I am going to send a complaining email.

This is the 3rd time they have had issues with turnfile submission in 7 turn-ins and the intial turns setup was lacking in itself.
