There are signs if you don't have a Fritz; players with an extraordinary amount of games making a lot of moves daily but somehow not making ANY blunders is a pretty sure sign. Players who when they first started were completely awful but who are now playing at a 2000+ level.
Well, how would you go about proving they're a cheat?
The good players know who's a cheat; when you've played a few dozen of them, you get a feel for it.
