less good players, or perhaps a different rating system. they might use the ELO rating (is it ELO? it's been a while since i talked about ratings...) which will give you a different rating from the one you have here. i think it inflates them more... also, it's easier to get higher ratings on blitz sites. so it could be a bit like that.

i play my blitz chess at shockwave.com. it really is nothing special, it's just because some of my friends play there. i used to play at kasparovchess, but that shut down. i got insulted there a few times though, once after i beat a 1800 rated opponent and the observers all claimed i was using an engine! darn inflated ratings...

Here you start at 1200, so are pretty much limited to playing lower rated players. There you start with a “welcoming opponent” and, luckily, mine was 1800 whom I beat, so I started with a much higher rating. Their rating system is supposed to be based on the BCF grading system. The highest rated players are 3000+, so a 2200 rating is not as high as it sounds. They also allow players to post their FIDE rating (if any), and those that have FIDE rating (mostly Europeans) seem to have ratings about 200 points above their FIDE rating.

Edit: You set your own level when you start and I think your "welcoming opponent" is from that level.
