Patterns of behavior (not individuals) is the only issue. We're all guilty by varying degrees. The innocent may excuse themselves from the room.
Consider this failure analysis if you will. Suppose you have an expensive piece of equipment that is working below its expected efficiency or otherwise exhibiting abhorant behaviour. You typically wouldn't make a sweeping generalization that the item is junk and discard it for new. One would expect you to diagnose/isolate the problem, address the requirements for fixing the problem and take appropriate action. Addressing you concerns with individuals is much like trying to fix or improve a particular component and get the unit back up and running.
Consider this though, just because one component fails, does not mean that it is the root cause of the failure. Secondly, if a pattern of routine failure emerges, one must consider that the unit may be misapplied. You may be expecting more from the unit than it is capable of. Afterall, one doesn't race an old Econoline van full of Mexicans against a Mustang convertible full of hot, topless college girls on the way to spring break.
