My guess is that your problem at this moment is your p-rating.
A lot of players will wait accepting such a game, untill you lose your p-rating and they can get a resonable idea of your strenght.
Also the 3/0 timebank you're asking for could be a problem for a lot of the players on this site.
Aside from making the game a 3/7 (you'll get some more interest that way), you could try entering a tournament or two. If you're in an open tournament, with a group size of four or more it won't be too long before you pick up some strong opponents.
