Could anyone explain to me why a player is banned, under what circumstances is such a decision taken, what criteria is analysed? I apologize if this question has been asked before, could not find any answer anywhere...
A concrete example, why was TouaregNew (2248 rating) banned?

Thx for your help, I'm only here to play chess, not read TOS (what is a TOS anyway?)... still, a player can improve his game in time, maybe playing for a club and taking classes (like me), or using books for openings ... and he can make human mistakes in some games and play godlike in others... is that reason enough to ban him?!

This is the Heart of TOS, and breaking these rules are the main reason for players being banned.

Yes.
They are a group of game-nazis who read an alternative bible. It's called the TOS. Therefor, we call them the TOSSERS.

They go around making absurd claims, jumping to insane conclusions, waving their cancerous little fingers at people and feeling good about themselves because they think they have power.

Fight them. Fight them hard. And should you ever meet one in real life, batter them to within an inch of their lives; their pitiful little lives.

Shav is just being his anarchistic self. In his world though, only he gets to do as he pleases regardless of laws, the sensibilities of others, etc. Everyone else is supposed to do the right thing, ie. whatever Shav thinks they should do. 😉

After pigpastor's antics today there must also be reasons why players who should be banned aren't. I'm surprised people still accept the game offers after the psycotic comments made. Apology? Does anybody really think it was a (an?) really honourable one?

Then why when I do a search for players on RHP is his name still there? And his games. Isn't the account just scrapped?

Does anyone at least provide the banned player with evidence of his so-called illegal activities or is that player just kicked out? Where can players protest against such a decision?
