Apparently he was Brazilian, and had lived for a while in the slums of Sao Paulo, where the murder rate is reportedly very high. Perhaps that is why he panicked. It is a tragedy, but i don't think the police can be blamed, given that he was seen leaving a house under investigation in connection with the bombings, and that he ran and jumped on a train.

they were low impact bullets which were used to protect standers by. they had to fire five times to make sure he was dead. if he had been a suicide bomber, as they believed, then it would have been insufficient to leave him shot, but still able to detonate the device.

I'm not sure the area under investigation is houses in the traditional sense - more likely appartment blocks.

Whatever went down to lead to the shooting, it is a bit extreme to shoot someone 5 times in the head. Surely once is enough. The authorities really flipped up on this one and have a lot to answer for to the family of the deceased.

BBC radio news reports that he was shot in the head 5 times. Not the body as if he was wearing an explosive waistcoat it'd not be a good idea to shoot into that.
