No the games don't affect your rating until after 3 moves, regardless of tournament status.

Which is actually until 2 moves [each] have been made.
I believe you still get tournament win points though.

Probably you refer to Clan games
Game 4054630 and Game 4054631
both of those weren't developed enough for giving points. But your clan still gets the points for the clan match
