In your example, the noun WOMAN, which is single is used, so the verb IS would be correct - although to make it truly grammatically correct, you would not state it as such, you would state it "Who are better 2 men or a woman?"
if you get into commonly used grammatics, then either is fine....

On an overall scale, I say that women are better than men. Broken down to specifics, there are things that both are better at than the other, some by narrow margins and some be leaps and bounds. On the whole, men are better at things that require physical strength. This make sense, however, since the male physiology is made up of more muscle mass than the female physiology. There are exceptions to that rule, but overall, males are physically stronger. Females, on the other hand, are, again by examining physiology, more flexible than men. Again, exceptions occur.
