I think he means who is better at chess, men or women. And thats a good question, because all the top players in the world right now are men. Why can't both genders be equal at chess, its not an activity where one sex characteristic comes in handy more than another.
As for the reason why there are less female players I think comes down to this: I think they would much rather go out and do some shopping and things than sitting down and playing a game. To them, they would rather be in large social groupings than in small ones. The same sort of idea comes down to computer games too where there's a limited number of female players. As far as I recall (Don't quote me on this. This number and facts maybe a little different now or I might be a little out), there was only one game where the female players matched up the male players and come close to surpassing them was Maxis' The Sims series (So 50% of the players were woman). I think the reason why was because one of the main characteristics was social ineractions in a digital domain. In otherwords, they get to medle in the lives of digital people hence fullfilling the social component. So if chess were to fullfill the social requirement a little bit more, we would see a lot more female players. (Of course, this idea doesn't apply to every female player like myself for example. I'm far more likely to be playing (Aside from Chess) Perfect Dark or Gunz: The Duel or something. XD )

Most of my female friends are intelligent but spend a limited time on 'hobbies'. Most of their time is spent on the home, on their families and going out socialising.

Women are three times more likely to be illiterate than men mostly due to the

behaviour by asserting that their biological clock is ticking and moods with menstrual
cycle. Men don't

It seems YOUR mother must have been preoccupied performing womens' third talent, fellatio, most likely on the garbage man. She obviously wasn't focused on "raising" you properly.

This has also to do with the fact that young girls are not really encouraged to play games like chess when they're young.
If men and women were brought up the same way, there would be more female chess players overall.
