Were there operators on the site? I guess you would call them Moderators on RHP, only with the ability to kick people?
I thought it was called mIRC? would have been back in early 90's maybe 93-95.

We could not only boot people if required and we gave at least 3 warning first, also could ban for a period of time which the operators who were on would have to be in agreement to the time the person would be banned for.
