RHP was not affiliated with the chat room in any way, other than there was a direct link from our site to the chat room.
One of the members here at RHP also was some kind of admin for irc chat, and managed to get us our own live RHP chat room there. The only requirements was you had to be a RHP member, and you had to follow their rules of conduct.

Yes, getting older is mandatory. Getting wiser is only optional and debatable.
Were there operators on the site? I guess you would call them Moderators on RHP, only with the ability to kick people?
I thought it was called mIRC? would have been back in early 90's maybe 93-95.
