Then the second priority is to call the dispatch and report the accident.
So you see, the driver of the ambulance has no choice here. He will be told what to do.

Agreed, the ambulance driver should call the police in the first instance. Somewhere along the line though, someone's got to make the decision. Does the ambulance leave the original people injured or the newly injured. It will be a tough choice to make!
