I'm 1618 USCF, and I would probably score 1 in a seven game match with a 1900 player (depending on who the player was). 300 point upsets are not uncommon.
Lets talk about ratings.
If someone is 300 points below you out of 4 games he is suppose to win 1 game.
100 point below you, 5 games 3/5 for the higher rated player
etc...

These are just estimates so yes it is completely reasonable.

Okay, here's the story. I played this 1400 player 7 games OTB, and I beat him 6 out of 7. How could I lose one game against him if I'm around 1700 OTB? Is that the expectation for a 1400 versus a 1700?

They get into complicated positions, and it's not just swapping like with 1300 and below players. They actually let me pull some pretty tactics, because their bad moves seem to be more complex. 🙂
