White does his move for several reasons. firstly he gets rid of any forks, such as Nb4, that black could do. Secondly he plans on checking the Kind with Bh6+ and winning the exchange. Thirdly he is opening the C-File for a rook to lead on (assoposed to a queen wich can be harrassad away). Black plans on playing Kg8 to avoid the inferior exchange. If white goes ahead with it black can play Re8. White can again attack the rook but black will play Bd7, hoping to exchange off the minor piece. White then moves his white bishop out of this, not allowing blacks position to be freed up.

16.Qd2 still looks good because it allows white to double up rooks (with Rc somewhere) on the open file with out sending in the queen first. ALso it gets rid of the Night fork possiblities. FInally it will add pressure to the h6 square
as for black...he needs to eighter get the open file and/or he needs to start pileing on the isolated d-pawn. I kind like
16......Qb6, opening the bank rank for the rooks, and starting the assult on the soon to be weak d-pawn. Black needs to be warry of some tactical tricks involving the bishops and knights that white can do. If white decides to 'win' the exchange with Bh6 white is simply trading off an active bishop for an inactive rook. His bishop, by the way, is a dark-squared, which could be used to help defend the soon to be weak pawn.
Time: hmmm whites general plan took 2 min because i wanted to double check if the his plan still work, while black took another 5 because i had to create a new plan.

I might be completely wrong here, but this is my thinking....
16.Bh7+ Nxh7 fails for white, as does...16.Bh5 (to avoid 16...f6 forking B+N) 16...Bxh5 17.Nxh5 Qxh5 -/+ and 16.Bxe7 Qxe7 doesn't give white much either, but.....
16.Be3 Nxe3 (assuming black takes the bishop) 17.fxe3 allows white to support his isolated pawn on d4, and half opens the f file for white's King's Rook. This gives white two nice placings for his Rooks while Black's Rooks are still hemed in behind pawns.
