I am a beginner, and i am prone to blunder. Likewise, even veterans/ students of the game can make a few blunders or just play when their heads are not in it. But every once in a while I see a player who just make moves that make no sense at all. Opens with 1. h4, 2. a3, 3. Nc6, 4. Nb4 etc. is this common here, where someone will just sign up to goof off like that? I mean a blindfolded chimp picking random moves could do better.

Frankly, I don't mind odd first moves, but when people repeatedly leave pieces (or move them into spots where they are) en prix is when I wonder what they're paying for. Those are the types of errors that a little bit of time can fix.
Edit: Note that I say repeatedly as everyone does this once in a great while.

hey i take all the practice i can get, so its not so much that im complaining, but i was just wondering, if other players come across something like this everyonce in a while.. after a few moves i did not understand i saw his game history and it was more of the same..

Look at my 1st 2 moves in Game 3514797.
Don't worry about the rest and don't comment as still in progress although comments on my 1st 2 moves won't do any harm. Good aren't they?
