I think your analogy is useful. However, I'd point out that the rook itself is not a fence post but rather a gap in the fence! An enemy king on b5 can move to a6. 🙂
You do not allow the king to get to b5 or b7 if you have a rook on a6. When he gets there you move the "Fence Post" to the other side as far away from the king as possible, h6.
The queen is a true fence post with additional powers.

N+K v K+Q, on the other hand is much more useful.

Freeing the Rh1 to move to the b file. Rh2 is just as effective
4. ... Kg8
Still preventing Rh7
5. Ra7
Restricting the K to the back rank
6. ... Kf8

If you like to set up any starting position and state on which square you want the mate to occur, I will demonstrate this.
