Is the Rook FORCED to do this, or could Black decide another move still forcing 4 moves? Not sure I'm seeing the proper line if this is 3 moves FORCED.

The Rook is not FORCED to do it, but if he doesn't [say 1...Ke8], White just plays 2.h7 and 3.h8Q, mate. Black can't extend it to 4 moves.
