Sorry I am lost. It is a great puzzle and I need to learn this but I am not getting it. Would someone be so kind to message me and explain this to someone that is dense?

The Rook is not FORCED to do it, but if he doesn't [say 1...Ke8], White just plays 2.h7 and 3.h8Q, mate. Black can't extend it to 4 moves.
