Consider if the animal was a human embryo and the question was "do you have eyes"? wouldn't the answer be "no" ?[/b]
A tadpole doesn'r have a bony spine yet, but it does have a notochord (defining feature of chordates) and a spinal nerve. After all, it needs something to hang its ribcage off.
