Of course, option one and option two would be added together since both entail leaving the system as is which mean 55 votes vs 33 for ELO.

That being that options 1 & 2 were presented as separate options when there was clearly

First of all, a "punishment feature" already exists. It just needs to be enforced !!
The removal of Strategic Ultimatum from the 2015 clan table clearly demonstrates that.
Having 2 options instead of one creates the possibility of a vote split between the 2 options which will
just open the door for a 3rd option to "win" the vote.
I suspect that this is by design !!
While I won't point the finger at Russ, it is clear that the clan rating option
is the option where the coding work has already been done !!
While I am not a clan leader, I will still come forward and call this vote what it is.
