I'd say if the restraints are gone there would be a lot more crime, but if there is no God what rules would be binding to everyone, it would be a free for all.
On an aside I believe it is only because of God is man's evil restrained now, but that is being lifted and we will be seeing what we are really capable of as it is lifted.
