Maybe. Although I would be surprised if God got involved with that. Is all pure luck if someone wins. Nothing to do with prayers or God.

Why? Why would you be surprised?

I can easily imagine a scenario where, being God, I am "omniscient", and I realize, if person X were to win millions of dollars, he would be moved to give said millions to charity.

going to be written and therefore had no need to read it.

I believe in the divine inspiration of the Bible.
I do not believe God "dictated" all of it like Moslems believe Allah dictated the Quran to Mohammed.

There are many books in the Bible that do not contain "Thus Says the Lord" direct dictation style speaking.
