God judged a people by the actions of the leadership when it came to nations. The
judgment of individuals is also in play, but that is quite different from a nation. When you
look at the O.T. when God judged Israel is was due to the sin of the kings and the people,
so when you have a nation following other gods there is nothing innocent about them.
