Paul states, "Those who do not know the law, will be judged by the law written in their hearts" . It isn't much clearer than that. If they knew the law they could not remain unbelievers. Why would Paul even bother about unbelievers if God's grace did not cover them too?
Even Paul said one is not saved by the knowledge of the law, but by grace if one believes on the Lord Jesus the Christ. Paul is calling the unbelievers to repent and believe in Jesus as the Savior.

of reality, where god and satan and all that actually appear to exist, isn't god an
aquaintance of satan? If so, how can satan (and demons for that matter) be considered
unbelievers? And the jews invented this religion (well, the beginnings of it anyway), so it's a
bit unfair to steal it from them and call them unbelievers, I think.
