    There was no need to restore the earth to be inhabited for it first needs to be completed and prepared for habitation. Genesis 1:1 is just making the general statement about God creating the heavens and the earth. It makes no statement that they were complete in the beginning. Then from Genesis 1:2 it explains what was accomplished on each day of creation and how it was prepared to be inhabited.
