True or false? When you ask a question, you already have an idea about what the answer is going to look like, and, in this case, the frame for an answer is very limited.

True or false? Coming up with good questions is more important than answering 'true or false' -questions. More important in what respect?

It depends what is meant by "observed". If they mean, someone sat down and watched it, then probably they are correct. However, if they mean can look through time using the fossil record, and can watch mutants arise in real time (some of which are better than the wild-type, incidentally), then they are dead wrong.

Go out into a field. You are watching evolution doing its stuff.

In nature, living things evolve through changes in their DNA.
