    You can start it at any point of income, but from that point on its flat. You can
    say at 40K from that point on anything over 40K is 10% or 14% it doesn't
    matter the first 40K is free; however, after that 40K it the same for all. If we
    made the tax base 100% so everyone pays their fair share, then no one would
    ever say we need more taxes without a damn good reason. As it is now the
    tax base is so small those that don't pay don't care.
