Romans 3:22,23
Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference:
For all have sinned, and come short of the glory of God;
That Jesus died and paid the sin debt for all, does not mean everyone gets a pass regardless of whether or not they believe.
As the verse above says, righteousness is unto all, but here's the qualifier divegeester, "and upon all them that believe".
If one doesn't believe it, they die in their sins.
