Santana led the league in ERA three times (plus is leading the league this year) and has two Cy Youngs.
As for consistency, Sanatana has finished in the top 5 ALL of the last years. In fact Santana's career ERA of 3.07 is better than Halladay's ERA was the year that he won the Cy Young award. Santana's career ERA starting in '02 (when he became a full time pitcher) is 3.07, 2.61, 2.87, 2.77, 3.33, 2.53 and now is 2.00. Now Halladay is certainly a great pitcher too but he has years with 4.20 and 3.71 and Santana has never had "ordinary" years.
