If you only play in tournaments where you can win, you are missing the point. Most of the tournaments I have played in I was not highest rated but have won my share of them. How can you get better at chess if you don't play those who are better than you ? I believe that banded tourneys encourage mediocrity.
In my opinion all tournaments should be banded and as you get better you are moved to the next level this would stop those who cheat to get a lower rating
