It seems to me that the proposal would go a long ways towards solving the problem. Limiting the number of challenges between any two clans, limiting the differential between players' ratings, and untying clan standings from sheer number of wins, coupled with separate individual ratings and clan ratings to eliminate sandbagging, covers the issues, does it not?

If there are other outstanding issues, please indicate.
