Everyone has different moral standards on this issue, so a school can't be expected to provide a moral imperative. Of course, if parents have a particular moral position, they can teach it to their children at home.

I agree with what you write, but lets face it, when hormonally charged teenage kids are exploring their sexuality; which they're inevitably going to do, they are not going to 'act on the faculty of conscience in harmony with those principles and make a sound evaluation'. They are going to have sex.

Is calling everything 'irrational and unscientific' your new buzz phrase of the month?

there is nothing inevitable about it, not if they have been brought up with a sense of propriety.

In a 2005 Kaiser Family Foundation study of US teenagers, 29% of teens reported feeling pressure to have sex, 33% of sexually active teens reported "being in a relationship where they felt things were moving too fast sexually", and 24% had "done something sexual they didn’t really want to do".[9] Several polls have indicated peer pressure as a factor in encouraging both girls and boys to have sex.[10][11] The increased sexual activity among adolescents is manifested in increased teenage pregnancies and an increase in sexually transmitted diseases.

It appears that peer pressure is a much more significant factor than being a hormonally charged teenager.

Yes, you have stated that its an inevitability, yet some people manage it, infact they even manage to marry as virgins past their teens, strange considering that you claim that its inevitable that they will engage in pre marital sex.
