Anti Jacobite supporters not all Scots who made up a big portion of the Hanoverian forces.
Just those Scots who were trying to put another despot on the throne.
It’s unfortunate that it’s not clear from the verse but it mentions rebellious Scots which can be taken as all Scots or those Scots who are rebelling.
