There's an old movie called Idiocracy where the premise is that in the future there will be a US government run by celebrity entertainers who only use catch phrases and don't have any clue how to do anything.

Even THAT movie couldn't imagine a world in which our nation's leaders are conducting foreign policy using emojis.
