We don't have skilled plumbers in this country, which is why we bring them in from abroad- because the apprenticeships schemes in this country are very poor.
As for the porters and waiters, they are probably students who are working there way through University, then hopefully stay in Britain and help the economy.
As to your conjecture about 'staudents' that is pure fantasy. I'm talking about thousands of non-student immigrants who take unskilled and semi-skilled jobs legally every year in the UK.
