I would have held out a bit for whelan as a package deal, the Russian was a big fish and a personal friend of Putin

What about the high school teacher that's been held in Russia longer than her, anything being done for him?

Agreed. She has suffered enough and people are going to deal arms. Oliver North was an arms dealer and drug dealer. Weinberger knew all about it so he was a conspirator and he was pardoned.

Viktor Bout was due for parole in 2029 any ways.
His value goes down as time passes.
The administration is scoring points here irregardless of who gets released.
US was not going to get both returned for the one prisoner.
