Most countries expect people applying for citizenship to pass some basic criteria regarding the national identity. She didn´t pass. Seems fairly reasonable to me.

The Burqa is a complete covering of the body worn only by women (and the occasional man who wants to be hidden to conseal something about his person) It was made law in Afganastan when the Taliban took control for women to wear. The Quarn says for women to wear a Hijab and to be modist about their bodies.
Those ar e becasue that shows their face, it lets eveyone know they aren't about to hold the place up.
The Quran does not say that woman should wear the full body covering, just that they should be modest.
The burqa is an extremist's interpretation of the religious text, first made popular by the "Sons of Islam" in the 70's, if i'm not mistaken.
