While there's only a handful of people who have ever committed fraud by voting as a dead person, there are thousands of examples of people who are still alive but removed from the voter rolls accidentally when voter rolls are purged for this reason. So, when 100,000 names are removed from the Michigan voter rolls because you think they're dead, you don't prevent fraud but you do make some eligible voters unable to vote.
