Remember about posting. The ‘you’ would be a person, not me personally, that lives on minimal income, but is very thoughtful about poor people at church. So the person truly cannot afford the gas to get to the church. Now, would it be immoral for a person that cannot afford the gas anymore to stop going to the church? Now, if you follow that, apply that to the United States of America that cannot afford to fund a lot of things anymore as we are so much in debt.
So the question remains, would that person be immoral to stop going to the church, as you are saying that the United States , with budget problems,, is immoral to not keep funding USAID?

Yes I got gas, but that person does not. Hey, would I be immoral to not call the guy up and say let me pay for all of your gas? Would that mean I am immoral if I do not pay for his gas ?
