Utter BS. It’s a wrong translation.

They are vulnerable areas. And it means: low income area where crime is negatively influencing society. They are, by the way, getting better. Sort of like an estate in England or perhaps the projects in the US.

There are three levels of vulnerable area. And the wordt off kind means that emergency services (ambulance and fire brigade), during times of heightened tension, must be escorted by police.

So, no-go, isn’t really a justified translation.
The projects in some of the US cities are in much worse states.
