Surely it's got to be Jack Bower?

He can do everything that the Coyote does. Rumour has it that in the 17th season of 24 he falls off a cliff, blows himself up and still catchs the bad guy (and the Roadrunner).

I'm not so sure. At the end of this season he was being beaten to a bloody pulp by Chinese spies on a ship after falling for the most obvious ruse ever, and in season two he was tazered like a bitch.
