What KJ is clumsily trying to refer to is the CA State auditor’s report that the 20 billion the State spent on helping the homeless has not produced a measurable improvement in the number of homeless. This is not what KJ claimed. Most likely KJ is getting his info from FOX news and other right wing propagada sites which put a strong partisan spin on the situation.
