no1: The Palestinian Authority would be under an obligation to make its best efforts to prevent attacks against Israel or any other country from its territory. This is the same obligation that any country has. No country is an insurer; the fact that 15 Saudis attacked the US on 9/11 does not mean that Saudi Arabia is responsible for the attack. The same principle would apply to Palestine.
If such an attack did occur despite reasonable efforts by the state of Palestine, they would be obligated to assist in the apprehension of those who conducted or planned such attacks. This again is an obligation all countries share. Is that clear enough?

And it wasn't at all what is was reported to be. He didn't say there wasn't a Holocaust: he said that scholars are still not sure, even today, how many Jews died in it. And he said that nobody knows exactly how many Jews died. He didn't say there wasn't a Holocaust. But it was twisted, so very twisted, and since then I see more of where it's coming from. I feel no shame in saying I am much more informed here than you. I know that, in this case, I know what's going on much better than you. Don't contest it. I am Iranian. I am atheist. I am unbiased. I have many Jewish friends, and believe me when I say how many times I apologized to them about what the president said, thinking what American papers said are true. They're not. less now than when I lived there. I lived in Fort Walton Beach
up the panhandle. My last vesitges of bias I think left when I started
studying delta blues, realizing how much genius was floating around
in the black community in the delta region. My guitar teacher,
Mike Steward AKA Backwards Sam Firk, and Tom Hoskins, AKA Fang,
personally rediscovered one of the legendary geniuses on guitar and
brought him back to the east in 1963, that guy was
Mississippi John Hurt, someone I tried to copy about the same time
as Mike and Tom were bringing him back. The incredible guitar
of these guys and others like Blind Reverand Gary Davis, whom
I was lucky enough to be invited to a small party after on of his
performances, I and another folkie, Micheal Cooney, both drove home
about 30 miles in differant directions and came back with tape
recorder in hand and recorded him, Gary was an awesome guitarist.
Anyway I knew my parents had biased me pretty well although I vowed
to myself to shake it, even when I was 10. But it is still there in
the background of most whites, even northern ones. I think that
is something that may go away with time, lots of time.
In my hometown near San Diego, our town is called Escondido,
and it was said if you are black, be out of town by 5 pm.
That was a long time ago, 1960, and I am sure a lot of that blatant
racism is gone now but you didn't have to be a rocket scientist
to see it. And that was in a west coast, supposedly bias free, town.
