Although since you and Mott, unlike medical science, deny that human beings can change sex, it's unclear what you mean by a "17 year old boy" and a "14 year old boy".

Yes, I agree that sports leagues can make such decisions. Courts, laws, school policies, churches, etc,
But please, however, forgt the rules, officials, and politics for a moment. Imagine she’s your 15-year-old daughter. Would YOU personally consider it fair for her to compete in a girls-only swimming race against a 15-year-old biological boy? I’m asking for your opinion not the officials. We are getting somewhere, never mind Suzianne, I was able to put it in a better more understandable question

I was making an effort to keep it simple that there are several kids around her age, say, from 14 to 16 to 17 either of which might approach the officials to swim with that group of girls. So age would not be an element to consider in your answer.
