Many people on Medicaid/medicare are not supposed dto be there, so they try to dunp them off and discover other problems as they try to get it right. The rationale may be ten-fold, I am not in the room. YOu seem to want to have the govt just keep spending money? Repubs save Dems spend. What a surprise.
